Meet Our Associates

Steven Baldwin, CEO & President

Steven Baldwin has long been captivated by aviation and the challenges of modern airport management. A deep sense of pride and ownership in the services he has provided to airports throughout his career is what motivated him to found his own aviation consulting firm. As a seasoned airport professional with over three decades of executive management experience, Steve is able to keenly understand our clients’ needs and marshal our resources on their behalf. Prior to his consulting work, Steve was responsible for day-to-day operations at two New York state-owned and -operated airports, each with governor-appointed commissions. Steve received his Bachelors degree at Florida Institute of Technology’s School of Aeronautics, a well-known aviation university; he earned his Masters in Public Administration from the Rockefeller College of Public Affairs and Policy at the State University of New York in Albany. Alex Hopson, Associate II

Alex Hopson has more than 16 years of international aviation experience. Within the private sector, he previously worked for national and international industry leaders, including: Clear Channel Airports as the Director of Contracts and Legal Affairs; as a project manager for the Institut für Operations Research und Management GmbH; and as an analyst for Continental and Atlas Airlines. Within the public sector, Alex has served as the Concessions Manager for Cleveland Hopkins International Airport. During his career, Alex has designed business plans, conducted distribution audits, researched consumer trends, created positioning statements, analyzed competitive data sets, recommended strategic ways to boost brand equity, and evaluated laws, finances, and policies of various governance models. Since joining the firm, he has been primarily handled the regulatory and financial matters of our clients. Alex holds a J.D. from Cleveland State University; as an undergraduate, he interned at FAA Headquarters in Washington, DC. Alex received his Bachelors in Aviation Management from Delaware State University, and he is also a licensed FAA Dispatcher. Alex can be reached at ahopson@baldwinllc.com.

Penny Perkins, Senior Associate

Penny Perkins, Senior Associate, has had a professional career in strategic communications that spans 30 years in a variety of industries, including aviation, technology, financial services, education, arts, and non-profits. At SBA, Penny is responsible for client development, project management, and all firm communications and deliverables. As a writer, editor, and graphic designer, her work has been published in such venues as About.com, Salon.com, The Motion Picture Guide, and several literary magazines. Her fine art photography has been shown at dozens of galleries, museums, and juried exhibitions around the country. Before joining the firm, she was an assistant professor in communications and interdisciplinary studies at Russell Sage College in Troy, NY. Penny holds a Bachelors with Honors in Philosophy from Trinity College in Hartford, CT, and a Masters in English from the University at Albany in Albany, NY. In May 2015, she earned an MFA in Creative Writing from the Institute of American Indian Arts in Santa Fe, NM. Penny can be reached at pperkins@baldwinllc.com.

Spencer Gillette, Project Manager

Spencer Gillette has been with the firm since 2015 when he was hired after serving as an intern and graduating from Western Michigan University with a degree in aviation management. Prior to his appointment, Spencer had five years of experience in aviation line operations and customer service. In his time at the firm, Spencer has worked on a wide range of client accounts and projects including governance transfers, FAA land releases, organizational assessments, comparable benchmarking analyses, and strategic initiatives, among others. Spencer is currently based on-site at a Michigan client focusing on strategic initiatives and a governance model review. Bridget Strockoz, Manager, Business Development

Bridget Bradley-Strockoz has 10 years of business development experience, with four of those years in the aviation industry. Prior to joining SBA, Bridget worked with Steve in a large consulting firm as a Business Development Specialist where she oversaw a variety of activities including: branding, proposal management, memberships, conferences, trade shows, advertising, and other business development work specific to the aviation market. Currently, Bridget is managing strategic pursuits of airport projects nationally; she is well-known by our clients and has a proven track record of helping accelerate the firm’s growth. Chris Mullin, Senior Associate

Chris brings extensive aviation management, operational expertise, and executive leadership experience from more than three decades in the industry. After a varied and successful career as an officer and aviator in the United States Marine Corps—where he served as an Executive Officer, Commanding Officer, and Chief of Staff in a variety of operations in Japan, Kuwait and Iraq—Chris became the Director of Willow Run Airport outside of Detroit. As the executive at Willow, he was responsible for the safe, efficient, and reliable operation of the third busiest airport, in terms of operational volume, in the state of Michigan. His duties encompassed all aspects of airport administration, operations, and maintenance, both air and landside, for this national reliever airport supporting Detroit Metro Airport. As a former airport operator and executive, Chris understands what it is like standing in our client’s shoes. At Steven Baldwin Associates, Chris serves as Project Director on client assignments and assist with a variety of research and analysis for our clients including financial assessments, organizational reviews, strategic planning, and revenue optimization. Lisa Belt, SPHR, Senior Associate

Senior Associate Lisa Belt leads our executive recruitment and HR services division. Lisa is a seasoned human resources professional—with her Senior Professional Human Resource (SPHR) accreditation—and oversees our executive recruiting efforts and other human resources support services. Previously, Lisa served as the head of HR for the Gerald R. Ford International Airport in Grand Rapids, MI, where she oversaw all matters pertaining to the transfer of employees from Kent County to a new Airport Authority. She also serves as a member of the Airports Council International – North America (ACI-NA) committee on human resources. Lisa’s professional career comprises over 25 years of strategic Human Resource management, executive & senior leadership recruitment, organizational development, labor & employee relations, contract negotiations, and succession planning. Lisa advocates for diverse and inclusive work environments where employees at all levels are valued. In addition to the aviation industry, Lisa’s background spans a variety of industries including international manufacturing, education, and non-profits.
